Seems to be scaling correctly in my testing. I did leave a "bonus threat point multiplier" mod option I was using in testing; you could increase it from 1 (default) up to 10 if you cared to.

Another world quest similar to prisoner camps: slaver forts are larger, with more prisoners, and you'll be rewarded for destroying them by friendly factions.
Save game compatible.
